My Imessages is turned on and my recipients is as well but it is still sending as SMS? I have tried both while connected to Wifi and network. Every now and then a message will go through as Imessage and then minutes later to same recipient it will be sms?

It would have been helpful to say what you have tried in your first post.
If you have tried every software fix then I would guess your iPhone has a hardware problem. There is one more test you can try (if you haven't already) before you appointment. While connected to your WiFi send a test text to your group and see if they all go through as iMessage. Then turn off WiFi in Control Center and send a second test text using cell data. See if there are any differences.
If you haven't updated to iOS 13.6.1 do so. Also check to make sure that your cell data is working correctly. You can also turn off iMessage and then set it up again.
It’s happening to every contact. If I send a message to my wife it may go through as iMessage and then 5 min later the next one is SMS. Same with other contacts mostly SMS and occasionally will go through as IMessage
Thank you for the help. I have tried all of your suggestions with no resolution. I have made an appointment for service but with current Covid restrictions the soonest I can get in is 9 days from now. Was hoping someone might know another fix to the issue.
Is this happening with every person you send to that has iMessage or just one?
