I can’t get iCloud to move my photos. I have tried for couple days. Not showing any transferred. When I look on my library , it says iCloud paused. Please help. Thanks.

Either transfer the photos to a computer and then delete them on your device or upgrade your iCloud storage. Perhaps these articles will help:

Thank you for your reply. I have bought more storage. 50gb. My storage shows 31.8 of 32. I have deleted apps photos emails messages conversations I didn’t want but still not showing download. I also updated prior to buying more storage. Should I get a sd flash drive and store off my iPhone? Thanks again.

Looks like that's the issue there, i.e. your device's storage is full.
