photos cannot get uploaded to the iCloud even if I paid for 2TB

I updated my iCloud storage to 2TB but still my photos cannot get uploaded to the iCloud. It’s showing that my iCloud is full. What should I do?

Are you certain the message is referring to your iCloud storage being full or is it referring to your device's storage?
