icloud link not working

Hello,

My icloud link downloaded 50 photos immediately but is still waiting on 21 remaining and it has been several hours. How did it so easily access these first batch of photos but there is no movement on the rest. My battery is at 100%, wifi is good, all my sharing settings are on. I tried turning the wifi off as well and nothing happened. How do I get the rest of these photos to appear?
