can't log into iCloud, keeps reverting to login Screen

I was logged in for several years no problem whatsoever and then I would get update notices and forgot my login. I logged out and now that I'm trying to log in, iCloud won't let me log in so no contacts, no music, etc...

The credentials aren't the problem. It accepts my username and password just fine, then sends me the two-factor verification code. I enter the code, the iCloud main screen comes up very briefly, then disappears and I'm taken back to log in again. It's an endless login loop. Whether I use my local system password to auto-enter the credentials or enter them manually, the result is the same. The system seems to log me in, but then it asks me to log in over and over again.
