Ring tones fade after 2-3 rings

I have a new iPhone 11and am having a problem with ring tones for incoming phone calls. After it rings a second time, the volume of the ringing drops dramatically to where i can[t hear it from 12 ft away. I have tried changing tones but the problem does not go away. I can’t find anything in Settings that controls this feature.
