hi, I'm getting my mum an iPhone 7 she has a iPhone 6 on still on iOS 12.4.8, and has stopped updating and iPhone 7 will be on iOS 13.6.1 latest release, when I restore from iCloud back up, and both phone will not be on the latest release, how will this work?

The iPhone 6 backup can be restored to the iPhone 7 normally but won't downgrade it.
It won't be possible to restore a backup from the iPhone 7 to the iPhone 6.

They don't. The actual restriction is that the version you're restoring the backup to is at least as new as the one the backup was created from.
For reference, it isn't possible for an iPhone 7 to be running 12.4.8.

I thought both phone had to be on the same iOS version or I would get some type of error message on the phone, performing a restore from backup on a new phone.
