Updating Iphone

I bought a factory unlocked Iphone 6 plus and I'm wanting to use it as my new phone. I'm back to using my old iphone 6s for the time, because the iphone 6 plus is currently on IOS 12.4.8 and It's saying in the software update settings that that's the current update. It's not letting me restore it from my recent icloud backup from my Iphone 6s because it says it has to be on IOS 13 for that.

how can i update the device before restoring the phone new phone? I got new iphone 11 pro, while I try to restore from backup using itune. it's asking me to upgrade my new iphone version. How can I do that before restoring to setting up my new phone?

Transfer of data from old iPad Air to new ipad Air My iPad Air is 8 years old so cannot update iOS! I understand that one has to update to 13 or over before transfer of data from old to new but this is not allowed as ipad is too old?

An iPhone 6 Plus cannot update past iOS 12 so therefore cannot be restored with a backup from iOS 13.

Is there any other way of restoring from the backup? or is my only other option to set up as new iphone and put all the information in myself?

You can only restore a backup of it is from iOS 12. You may need to add whatever information you need manually.
