Combining PDFs in Preview. Edit>Insert doesn't work. Page From File is greyed out. Why?

So, I'm following the instructions of how to combine two pages into 1 PDF. It shouldn't be this difficult. Edit >Insert doesn't work for me, as the next step (select Page From File) is greyed out. Why?

We specifically recommend the asterisked section that states:


"If the "Page from File" selection is dimmed, make sure that the file you have open is a PDF. Some encrypted PDF documents can't be merged. To check the permissions of a PDF, choose Tools > Show Inspector, then click the lock icon."
