It says that my phone is already updated to its newest version and I still have no data ??

my data does not work because it says it needs to be updated. But I looked in my setting and it says everything is updated ?? How do I fix this ?

iPhone 11, iOS 13

What data are you referring to? Cellular, apps, etc.?
