iPhone 6, dictation often frozen, restart does not work.

Siri stopped working, and when I investigated I found that the dictation attached to the keyboard was not working as well.

The waveform on the screen appears jittery and frozen, as if the audio is not being read properly. However, voice memo hears my voice loud and clear.

Tried turning off siri and dictation, then restarting, then enabling siri/dictation again. That worked for a while, but a few days later the problem persisted. This time the restart trick did not work.

Iphone information:

iPhone 6s, software 13.6.1

Model: MKRY2LL/A

Are there any other diagnostic tricks I can do to troubleshoot this problem?

Ironically, this time when i plugged in a normal pair of headphones, the hardware recognized something and dictation started working again. I think it may have been trying to listen through the headphone jack even though nothing was plugged in. I will check again periodically to see if it continues to work.
