Can I repair a device in the United States, and how do I send it?

Hello, I have a phone in my hands that falls under an international warranty and with a factory defect. This Is The IPhone 7 A1660. I am in Russia. Can I expect to repair this device in the United States, and how do I send it? Apple Russia refuses to help me even provide information about where to send it and who to contact on this issue.
