Read all the stuff on this subject solution so easy I felt stupid just make sure magic keyboard is not being charged and the drop down menu then includes rename otherwise it only shows remove. I just did this for Trackpad and keyboard after spending ages reading all the "solutions"
John this has changed in Catalina as I wrote the magic keyboard must be disconnected from the charging cable, select the device to be renamed highlight it and second click to show pop up menu disconnect, remove, rename. Renaming was very simple.

Go into Bluetooth settings and find the keyboard, right click and you should see options Disconnect, remove, rename. At least that is the options I see for my Magic keyboard. You can try deleting it and re-adding to see if that fixes any issue renaming it.
