Logged in as admin, can't unlock settings in System Preferences?

I am Logged in as the admin account, but I can't unlock settings in System Preferences? I click on the lock in all of the System preferences that require unlocking the lock to make changes, but I get no response. Also, I can not load any new app software.

MacBook Pro 15″, macOS 10.12

This seems like you created an admin account without a password. See Change or reset the password of a macOS user account - Apple Support.
