I have an application that I could delete before and it did appear under "application" in finder but now I can't see it anymore and it won't delete. Is there another way of deleting it? do I need to restart my computer?

Make sure to check if the app has any sort of uninstaller.
Some apps will only be fully removed by using their uninstaller.
Have a look on their website or even try a quick Google search on that, just to be 100%.
You can also try searching for the app on your trash can 🗑. If it’s there, recover the file from there, restart your Mac, and try DRAGGING the app from finder into the bin, see how that goes.

Can Spotlight find it? Click the:
.. icon top-right of your screen and type the name of the application.
It may well be on your desktop right now.
If the app no longer appears in Applications how do you know it remains installed?
do I need to restart my computer?
That's certainly worth trying. It's simple enough and often required after uninstalling something.
