Transferring information on set up of new phone

I just got an iphone 11 and followed the directions to transfer my iphone 8 information into the new phone. The new phone is showing a software update as part of the set up. Do I need to update my new phone to ios 3.7 in order for my old phone to transfer? It has been transferring for 3 hours now. My iphone 11 is showing the software update screen and my iphone 11 is on a screen that says "finish on new iphone" while the wheel keeps going around and around and around.
