Unfortunately: It is not an option in your area. So, if it is not an option to you to use, you cannot use it.

What is the Application you are trying to use? Perhaps there is an alternative we can help you find. The reason it is unavailable is all due to licensing between Apple and the Developer. So, see if you can purchase this directly from the Developer, instead.
