Availability Alerts are not available because Location Services is turned off in Setting

On the Exposure Notifications setting, there is a toggle switch for Availability Alerts, however, this is greyed out and a message underneath reads “Availability Alerts are not available because Location Services is turned off in Setting”. Location services are turned on, however, I have restricted some apps and functions. Even turning on all system related location services (time zone, location based ads etc), the switch remains greyed.


Google search for the specific message produces nothing of value.


Anyone have thoughts on the specific location services to turn on?

Go to Settings>Privacy>Location Services>Scroll down and go to System Services>Turn ON Location-Based Alerts. Go back to Exposure Notifications and there you will see finally green Available Alerts.

On further analysis, I had not switched on “Significant Locations“ and this in conjunction with “Location Based Alerts” are the two required switched that have to be enabled. Not sure why “Significant Locations” required unless it is a requirement to know where my “home“ is and I question the need to know my significant locations to facilitate this notification.

Not sure why it would even need Location Services at all, in order to tell me when there's an app available from my local authority. Since it already asks me my Country and State during the setup of the Notifications, and says there's no app yet available, why doesn't it just remember the Country and State I selected and alert me later based on that?

"Not sure why it would even need Location Services" - Yes, I agree and frankly, this feeds into the wider question of trust with such "track and trace" systems/applications. One of the key aspects of using the google/Apple api/process is to ensure that your data is secure and as part of the there is a commitment that you locations is not shared, yet the first thing that you have to do is to turn on location services and specifically such a thing as "Significant Locations". Now clearly, that would be a useful thing to demographically identify virus hot-spots through the location of where people visit on a regular basis, viz:


Bob, Mary and Sam all test positive within a few days of each other,


Bob's significant locations are Home, The Golf Club, XYZ work, ABC Sport Centre,

Mary's significant locations are Home, The Airport, NNN work, The Golf Club and The Swimming Pool,

Sam's significant locations are Home, PPP Work, The Golf Club and The Sailing Club


The one common location is The Golf Club, so that may be the location where the virus is being shared.


While this may be of great benefit to the community with regards to COVID-19, my understanding is that Apple does not do that analysis, so why the need for the information? Further, have that information available to a nefarious government (and here I am going to put the tin foil hat on) and change The Golf Club with "The Trotsky Appreciation Meeting House" and then Track and Trace takes on a whole new raison d'être.


Huge areas of the population (here in the UK) would refuse to take the original Track and Trace system designed by the national heath service because of the lack of privacy and [fear of] tracking your actual location. Apple/google should be mindful of the optics of requiring location services.

I get why it's necessary for contact tracing to work. What I don't get is why "Availability Alerts" would be grayed out. There's no reason to log hotspots on my phone until an app is available in my region, and I won't be alerted that there's an app available unless I enable this switch, which I can't do unless I enable Location Services.


But like I said, the Exposure Notifications setup already asked for my region and told me there's no app available. So for the time being, all I can do is re-run the Exposure Notifications setup until it says there's an app available, at which point I'll enable Location Services, after which I'll be allowed to enable Availability Alerts, which I'll no longer need since I'll already know about the app's availability. :)

It is also ironic that within the Apple FAQ for the Exposure Notification service, it says:


10. How will apps get approval to use this system?

Apps will receive approval based on a specific set of criteria designed to ensure they are only administered in conjunction with public health authorities, meet our privacy requirements, and protect user data.

The criteria are detailed separately in agreements that developers enter into to use the API, and are organized around the principles of functionality and user privacy. There will be restrictions on the data that apps can collect when using the API, including not being able to request access to location services, and restrictions on how data can be used.

I am surmising ( and this is a guess) that Significant Locations is used to alert you if there is an App or Express Notifications active in any of the places you commonly visit ( which would be stored in Significant Locations) rather than just the place you are at that particular point in time.

If you live in one State and work over the border in another you might want to be told if one of them has signed up rather than have an alert as you approach the border between health authorities.


But thanks for finding the answer - I had been puzzling over why it wouldn't switch on the alert!
