I had this same problem. It occurred after I updated to the latest version of Catalina. The only thing that worked for me is to press the Option key as you are booting up the computer. The prevents it from booting in safe mode. My problem is that the update makes the computer think the the left shift key is being pressed during start up (causing it to go into safe mode). Consequently, this also prevents you from entering the correct password to get into your computer because it thinks caps lock or shift is pressed. So if your password is a combination of uppercase, lowercase or numbers...you're screwed. By pressing the Option key on boot up it will allow you to start in normal mode, it will allow you the use of all your numbers and letters. However, once you are into your computer you will find your left shift key doesn't work. Also this problem may make your safari work differently. Because it too thinks the shift key is being held down, all the sites you try to click on will go to your reader pane which is where you will have to open them up from. This problem for me is intermittent. Sometimes it happens and sometimes not. The strange thing about this problem is that my son's MacBook Air had the same problem when he updated from Mojave to Catalina. Mine occurred when I updated to the latest version of Catalina. During subsequent updates to Catalina (not the latest), all my son's issues with the left key went away. I have since updated to Big Sur beta in the hopes the new OS would solve the problem but it didn't. I do believe that the problem is a jinky firmware issue, but I'm just guessing. Hope this helps.
