Email stating that my iCloud account has been upgraded to iCloud+. Unable to do so. I received an email stating that my iCloud account has been upgraded to iCloud free of charge however, as I followed direction to upgrade iCloud attempts to charge me $9.99.

This may be an illegitimate email -- Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support.
