Storing Safari downloads on an iPad

My iPad Pro currently stores downloaded videos "On My iPad". I want to change that and store them on the iCloud Drive. When I try to make the change on the Safari settings, I cannot change the checkmark as needed. Until recently, my Safari downloads on the iPad did store on the iCloud Drive, but something recently changed that.

I could see both options, but I could not get the iPad to switch to iCloud Drive as the location for storing Safari downloads.

However, I have found my answer. I was checking all settings and saw that the default search engine for Safari was set as duck duck, which is privacy maintaining. When I reset the search engine to one of the usual, non-privacy search engine options, I was immediately able to switch the storage location for safari downloads from On My iPad to iCloud Drive.

Thanks to everyone (both of you) who offered suggestions.
