I can receive incoming calls on the watch with no issues.
however, when I try to make an outgoing call the person I’m calling can’t hear me (I can hear them) then the call fails after a few seconds.
anyone know how to solve this issue?

Update your iPhone, iPad, or iPod touch
Other things to try include restarting both devices, and possible unpairing your watch and pair it back up. Instructions are below:

I tried all the steps but the issue is still the same.
Incoming calls work fine as before but outgoing calls are a problem. I can hear the person but they can't hear me.
