Recently since the last update/downgrade? of the Apple OS to 10.15.6, I have noticed that whenever I go to the "Finder" to look for a file, I "No Longer" see the date the file was uploaded/modified. Why is this now happening? And is there a way to be able to view the date of the file "At All Times"????

If you are in List view:
You can edit the View Options for a Finder windows to show the details that you would like to see, and that can differ per folder.
Bring focus to a Finder window. Then menu View﹥Show View Options ⌘J. A new floating settings window will appear where you can select the listed details by checkboxes.

In the search window, like this one in Photoshop Elements 2020 for Mac, use the column view and click on an image file. If the right pane will the EXIF info including the image capture date of the photo.

When I am in Apple Photos and want to import a photo/image/video this is what I see:
Why can't I "No Longer" see the date of the files/Images???
I know that I can so this in "Finder" but when trying to import an image to Photos, Lightroom, Photoshop ...etc you cannot see the date of the file/photo/image/video
Where in the Finder are you looking? It shows up in a lot of places, and a lot of those can be hidden.
In a window or in Get Info.
Are you using List View? Is the column hidden? Ctrl-click on the header bar and add the modified date.
Did you have the Preview pane open? View menu > Show Preview
I am in Final Cut Pro, Lightroom, Photos (you name it) or any other app and when I go to import a file/photo/image/video there is not way to view the files I want to import by date as the date column is NOT visible.
I get it about being in finder, but when in another APP (like Photos), when I go to try to import a photo/image there is no way to see the files by date/most recent.
This is very new since one of the recent updates? to the OS.
Of those, I only use Photos, but if I use Import… I can select List View and add Date Modified or Date Added, just like in the Finder (Open File dialog is not the Finder, but tends to mimic it) as I described, above.

Been using Apple products and OS for 40+ years and for the first time this continues to be very, very annoying. I will wait to see if anyone else can confirm this issue and the fix for it. #StaySafe

What issue? Configure the Open File dialog to show you what you want.

Not sure what you're on about, but I can configure the Open File dialog to present whatever I need. What are you missing?
You bring you the column view from here:
Right/Control click in the space to the right of the first column name, in your screen shot "Today", and add whatever columns you would like.

Have you tried it in Photos or any other app?
FWIW, the screen shot I posted was from the Photo's Import dialog window.
