Is there any way to recover permanently deleted photos (Photos deleted from the recently deleted folder) from my iPhone or iCloud photos?

Hi, Few steps to restore photos from iCloud on iPhone:
1. Click to follow Settings > General > Reset> Erase all Contents and Settings
2. A dialog box pops up, choose Erase Now
3. Follow the instructions until you get on to the Apps & Data screen
4. Tap Restore from iCloud Backup
5. Sign in to your iCloud account

No, I deleted the photos from my recently deleted folder on my iPhone as well thinking they will be safe on my iCloud but I was wrong... this was 19 days ago and I don’t know what to do because they were also deleted from my iCloud...
When you go to Settings / Your name / iCloud / Manage Storage / Backups, it does not include Photos. Scroll down to the bottom and it says "The Photo library is backed up separately as part of iCloud Photos."
If you had iCloud Photos enabled you could try the option to "download and keep originals" to see if your missing photos are there.

Yes I have iCloud backup enabled! So I already tried to reset my phone and restore it from iCloud so I could choose an old backup that has the Photos i want... but when I do it I only have access to the two most recent backups on my iCloud... Is there a way to choose older backups?
If it's within 30 days since you deleted them, you can do it. Delete and recover photos and videos on iCloud.com - Apple Support
