“Phone not allowed”

I bought an iPhone one of my friends, but he has AT&T, but I have metro, and he called AT&T to have it unlocked, and when they did I just switched my metro sim card into it, But when I go into the settings, under network, it says but when I go into the settings, under network, it says “ phone not allowed” I haven’t taken it in to metro yet to get it activated, but does this mean that I cannot activate it under metro
