Cannot send text messages to non Apple users with my new IPad.
Just received the new IPad ... not the Pro, and don’t seem to be able to send text messages to certain contacts. I have the iMessages toggle on in settings.
iPad Air, iPadOS 13

Unless you also have an iPhone, your iPad cannot send or receive SMS or MMS messages to phone numbers - as these are Cellular Carrier features. Without an iPhone, your iPad is limited to sending/receiving messages via the Apple-proprietary Messages App - this being limited to owners of Apple devices.
If you have an iPhone, you must explicitly enable Text Message Forwarding for your iPad on your iPhone.
On your iPhone:
Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices.
Also ensure that Messages in iCloud is enabled on both your iPhone and iPad:
Settings > [Your Name / AppleID] > Messages - set to ON
