Should I advise client to backup to a flash drive or purchase a portable drive? Less than 50 GB needed for a full backup after checking Time Machine. TIA

Time machine utilize incremental backup -- that TimeMachine usually needs to be 1.5x-2x size of your Mac drive.
USB external drives are much reliable as den.thed mentioned.
Furthermore, if you can have more than 1 TimeMachines, that's even better -- in case any of the external drive fails.

Flash drives are not reliable and they should use a USB hard drive.
