I trying to claim theft and loss for my iphone

But when I try to file they said they can’t file that I purchase for this theft and loss

AppleCare and AppleCare + does not cover theft or loss.

If you didn’t buy the insurance provided by AppleCare + with theft and loss coverage before the device was lost or stolen, you are out of luck.
