My iPhone photos are on "cloud" and "optimized" but still using 5GB on Phone is there a way to minimize or limit thumbnails on phone? I have 20,000 photos, but don't need access to them all on my phone.

Not with iCloud photo. iCloud photo is a synchronization service only. If you delete photos from your device, you’ll also be deleting them in iCloud.
