I'm following the instructions but the apple logo won't show up on my phone... I've tried restoring through iTunes but Im getting Error 4013

How do I restore my phone. I was using it all morning and found it to later have a intermittently flashing apple logo. I tried a hard reset. They restore instruction are not working & Im getting Error 4013 when attempting to restore through iTunes....

If you see error 9, 4005, 4013, or 4014 when you restore your iOS device - Apple Support
