Screen Time doesn't allow zero-length time limits on apps?

In the previous Parental Controls scheme in macOS, it was possible to restrict which apps a user could run entirely. The Parental Controls feature has been replaced by Screen Time. I want to configure it so my children cannot launch specific apps (e.g. Chrome and Firefox). I thought I would be able to achieve this by setting a time limit of 0 for these apps, but the minimum is one minute. Is it not possible to restrict users from running certain apps in Catalina?

Restrict content, purchases, and downloads, or configure privacy settings. If you attempt to use one of the restricted items, you see a message explaining why you can't do it. For example, if you visit a blocked website, the message says that the website was blocked by a content filter. If you're using a Screen Time passcode, the message includes the option to click Add Website. You can then enter the passcode to allow the website. Child accounts can send a request for approval to the parent account."
