Bought from another user not letting me pair to my phone

I bought a Apple Watch from someone and it’s not letting me pair it to my phone.

You need to contact the person you got the watch from. They are the only on that can remove the activation lock. Otherwise it is useless. What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else - Apple Support
