I bought iPhone Xs max from a local store in Pakistan, but found that phone is carrier locked to sprint, I talked to sprint they told me the dues are already paid off and your phone is unlocked and good to go with any carrier in the world. Yet I’m unable to activate it locally.

In the US, Sprint, Verizon, and US Cellular use CDMA.
Are you using CDMA SIM in Pakistan?
Please check what iPhone Model you have?
this iphone is both CDMA and GSM,
in Pakistan there are GSM networks.
