iOS 13.7 update

hello,

my iPhone cellular service is blocked because it says the phone is requiring a software update. When I attempt to download the update I keep getting this error message that the phone is not connected to Internet. I have validated multiple times that I am indeed connected to Internet. Anyone seen this issue or know how to troubleshoot so that I can make/receive phone calls?
