Do iTunes Match songs that are synched to iCloud count against my iCloud storage limit?

I have thousands of CDs ripped to my iMac and thousands more ripped to my Windows 10 HP.

I subscribe to iTunes Match but not to Apple Music.

The HP library is "Uploading to iCloud Music Library" right now.

Will the space these songs take up count against my iCloud space? Or will they just be matched against the lossless files in Apple's library, so they don't count against my available space?

No. iCloud Music Library, which is a feature or Apple Music and iTunes Match, has no overlap with iCloud storage. They are separate and distinct services. See Identify cloud status icons in your music library on your Mac or PC - Apple Support. Once your library has been fully processed all tracks should be either matched or uploaded, but neither matches nor uploads eat into your iCloud storage. There is a 100,000 song limit to iCloud Music Library.
