Does two factor authentication work cross border?
I'm in the US trying to help client in Mexico - code she gives me keeps
coming back as incorrect. Is this normal?

The two factor authentication isn’t tied to geographical regions, are you sure this person is feeding you the right code? Is she receiving the notification every time you request the authorization?
