What does this Bluetooth icon next to the app icon mean? It's not sending audio to any Bluetooth device, and appears even after the app was force closed and Bluetooth is turned off. The device is running iPadOS 13.5.

The closest I can see for that is Handoff / Continuity related but this case is not something I’ve met, or that this is part of the Friends on HQ social networking setup. For the latter, look for a discoverable-nearby setting under the three-dots menu in HQ.
Also update to 13.7, which’ll also reboot this iPhone, on the unlikely chance that this is a corruption.
I've been googling this and I simply can't find anything which explains why this trivia app has a Bluetooth icon on it. The app itself doesn't appear to need or use Bluetooth services. Either contact Apple Support or the App Developer and see if they might know why.
