set up user ID for my 13 year old

Trying to set up my daughter with her own apple ID in family sharing. She turned 13 in February, it doesn't want to let me set her up an ID. Is it because she is already 13? She needs an ID that I can use parental controls.

MacBook Air 13″, macOS 10.14

If she is 13 years old, you don't need a child's ID.

Apple ID - create a new.

You can still set up Parental controls on the ID.
