apple ID for 13 year old

I tried to set up an Apple ID for my 13 year old on family sharing and it wouldn't let me because he was over 13. I tried to do it on his phone and it said it couldn't be completed at this time? I'm not sure what else to try.

Hi, iCloud Family Sharing is only available as an option for user who are younger than 13. After this, users must create their new Apple ID as a full account.
