why can't you pair two remotes with same apple tv

We have a large family room. I bought a second remote to pair with my Apple TV 4. It won’t let me do that which I think is ridiculous. Does anyone know how to get around this? If not I’ll have to return it.

the older appletv and mac remotes can be added though

they don't have the full functionality of the siri one though
