An error occurred while loading the installer resources

Hello. I've been having an issue with all the Macbooks Pro (2019) I've tried to reinstall the OS while using the any kind of recovery. They came shipped with Catalina, but there are some cases in which I need to reinstall the OS and I always get this error. Cmd+R and Cmd+Opt+Shift+R both show me the recovery for installing Catalina once again, and so does Cmd+Opt+R. The problem is that, after I wipe the disk and format it using APFS and GUID partition table, and I click on Reinstall macOS, sometimes I get a "Downloader information to the target volume failed". After a few tries (and switching network) they usually get past that and start the installation process, but when it gets to 90% approx, they restart and show me this message saying "An error occurred while loading the installer resources". I have to keep trying (same process) until I finally get to the black screen with Apple logo saying 'X minutes remaining', but it works once every 20 tries or so. I checked date and time and they are correct, tried in other networks, same issue. Some colleagues have faced the same issue. Is this maybe something server-related that fails some kind of verification during the installations process? Any heads up would be appreciated, thanks in advance :(

Then that indicates a hardware issue if the initial download completed successfully or possibly a T2 firmware issue since the T2 chip has ties into the major hardware components.


A poor internet connection can cause problems downloading macOS. Try using a wired connection and even rebooting your router and modem. Try downloading macOS using another network (neighbor, friend, or family member, or work). Once the OS has been downloaded, then any failures would indicate a hardware issue assuming the whole physical drive was first erased to eliminate any partition or file system errors. If you have access to other macOS compatible with an OS that your problem Mac supports, then you can try creating a bootable macOS USB installer to eliminate any network issues:

Make sure to disconnect all external devices in case one of them is interfering.


If a bootable USB installer still has problems (try using another brand of USB stick if you have problems since the quality of USB sticks is extremely poor) and the T2 firmware was restored, then you most likely have a hardware issue.

If you are unable to reinstall macOS using Internet Recovery Mode (Command + Option + R). Make sure to erase the whole physical drive as described in this Apple article (don't erase just the volume or volume group):

Otherwise if you have a Mac with a T2 chip, then you may need to "Restore" the T2 firmware as described in this Apple article, but it will require access to another Mac:

If you don't have access to another Mac, then you will need to have Apple or an AASP assist you.

Sounds like a hardware issue with your Mac. If "Restoring" the T2 firmware doesn't help, then you have no choice but to have Apple or an Apple Authorized Service Provider examine the Mac for hardware issues.


Just for my information, how would resetting the t2 firmware would help?

It is stated in the article link I provided in a previous post:

You must restore both the T2 chip firmware and erase the internal flash storage if:
You can’t start the Mac from the startup volume or the recoveryOS.

Internet recoveryOS was unsuccessful

Reviving the firmware is unsuccessful

Wow you’ve done everything right! Even after re formatting the disk, reinstalling with all three recovery boot options, checking/correcting the date and time via Terminal, AND using a bootable installer?


One more thing you can try is going to “Get Help Online” while booted into internet recovery mode, (Command Option R), and logging into iCloud.com and/or Appleid.apple.com, then quitting Safari and trying again, (This is another way to sync the network with Apple’s servers).


Otherwise have you happened to run First Aid on the disk and volumes in Disk Utility and try reinstalling again?


If so, you can also run diagnostics:

Startup while holding the “D” key,


Or internet diagnostics:

Startup holding “Option + D”,


This would check the hardware in case there’s an issue, although I wouldn’t expect this from multiple new Mac’s, it could be, but if the internet source is ruled out, etc. as you’ve already tried, it’s also possible that a firmware update is required, in which case booting with Command Option R would install once released and available.


Taking it to a store might be a good idea, (I know many stores aren’t at full capacity or are closed of course, but I do know many authorized providers are open, etc.). Otherwise it might be a good idea to call Apple Support, they might have more options, and if there is a wide spread issue (with their server or anything else) they’d like to know about it.

Hey again! Sorry for the troubles. (I would definitely try that with Get Help Online).


I know earlier you said you can’t boot from an external disk, (Bootable Installer), even after erasing it,


If you do go to Utilities > Startup Security Utility, what do you see there?


If possible, you can change the security settings to allow booting from an disk, and try again using the external installer.


Otherwise, I hope there is a nearby Apple provider that can help, I know it’s happening with more than one Mac, which would usually indicate a network issue, but I know you’ve tried alternatives, and attempting to send many Mac’s to Apple, or take in individually would be a headache, so hope something works out!

Macs can be very picky about the USB sticks used for booting. The quality of many USB sticks is quite poor even from some name brands. Try using another brand of USB stick for the macOS USB installer. Installing macOS from a USB drive should just work if you have a good USB stick/drive. If you still have a problem, then it may indicate the laptop has a hardware issue that needs to be repaired. Have Apple or an Apple Authorized Service Provider examine the laptop.

I have tried switching networks and with an ethernet cable plugged in. Same thing.


I can't boot to an USB even with that option checked (probably due to T2 chip).


Disk is fully wiped, APFS, GUID.


Also, this has not only happened to me, it has happened to a colleague in another house with a totally different internet connection and another friend in a different country.

I tried going to Get Help Online the logging into iCloud.com and still not luck. I have tried everything without any luck ... :/


If I go to Startup Security Utility it says I cannot change anything in there because there is not an administrator (disk was completely wiped)


I couldn’t be a hardware issue because it’s been happening since the past two months or so to every new MacBook Pro I need to reinstall the OS for some reason or a network issue because it has happened to other colleagues as well. I guess I would just have to wait until Apple fixes this issue :(

Well, it was worth a shot, sorry nothing has worked out. If it’s happening to all of them, as you said and not network or hardware related, I’m sure they are working on a fix for it, (as long as they know about it to fix in the first place). Might be a good idea to give Apple another call, maybe this is something they can escalate up the ladder. Otherwise might just have to keep everything up to date and hope, (That’s not the ideal plan of course though).
