Unable to update iCloud contacts in Outlook 365

I created an Office 365 account and downloaded icloud for windows. I can see my iCloud contacts but when updating any of those contacts in Outlook, I get "your changes cannot be saved because you dont have permission to modify some or all of the items in this folder".


Has anyone encountered this issue?

The problem has existed for two days. The following thread describe the same problem, which I also have.

MS tier 2 says it is an Apple issue they are aware and looking into.
