Could not set up cellular message won't go away

I purchased an Apple Watch with the cellular option but chose to discontinue the cellular service since I found I didn't actually need it. Ever since then the message "Could not set up cellular" will not go away despite resetting the watch, restarting phone, etc. I noticed others have had this same problem and there was never an answer that actually ended up working. Is this just a bug that can't be fixed? I hope not.

Try a hard restart by holding the crown button and the side button down at the same time until the apple logo comes up. and if all else fails. Unpair and erase your Apple Watch - Apple Support
