If CleanMyMac is malicious and bad for Macs, why is it allowed on the Mac App Store

Hello everyone, I have seen all over this site that people say that CleanMyMac is bad for Mac computers and is malicious. If this is true why does Apple allow it on their Mac App Store and why is it ranked as number 3 in utilities? (as of the posting of this question. I do not work for MacPaw, nor affiliated with them in any way. So my main question is given that Apple does extensive checking on all Applications that go on their App Store, why would they allow CleanMyMac? I do use CleanMyMac X on my MacBooks (15" 2016, and 13", 2020) and have had no problems with it.

Because it isn't malicious. Apple would kick it out if it was. Malice would be doing things like stealing passwords, and other criminal actions.

What it is, is completely, utterly useless. It is very well known to destroy systems that ran just fine before using it.

A lot of positive reviews means nothing. Any vendor of any product (vacation destinations, child car seat, restaurant, you name it) can be, and are often loaded with fake reviews to push their positive value up.

On the App Store, VPN software (also 100% useless) have been frequently caught gilding the lily. On top of that, some set up scary sounding popups around the Internet that your device is infecting with something, and to fix it, go purchase some specific VPN software (which would do absolutely nothing to fix malware in the first place).

Because it doesn't happen to everyone. I said it's well known, not a given. Making a Mac completely unbootable does happen, but not often. What does happen far more often is it slows the Mac down, causes apps to crash, etc. There are many topics on this forum alone that once the user removed apps such as CleanMyMac, MacKeeper, or other such junk, they ran normally again.
