If CleanMyMac is malicious and bad for Macs, why is it allowed on the Mac App Store

Hello everyone, I have seen all over this site that people say that CleanMyMac is bad for Mac computers and is malicious. If this is true why does Apple allow it on their Mac App Store and why is it ranked as number 3 in utilities? (as of the posting of this question. I do not work for MacPaw, nor affiliated with them in any way. So my main question is given that Apple does extensive checking on all Applications that go on their App Store, why would they allow CleanMyMac? I do use CleanMyMac X on my MacBooks (15" 2016, and 13", 2020) and have had no problems with it.
