What are Exposure Notifications Availability Alerts and how do I enable them?

I had the same question and found this from Twitter, @chuckiedreyfus.

"(Note that for Availability Alerts to work, "Location-Based Alerts" and "Significant Locations" have to be switched on (enabled). You can find them both in SETTINGS > PRIVACY > LOCATION SERVICES > then scroll to the very bottom to find SYSTEM SERVICES.)

To your question a), It seems that the availability alert is to tell you when the exposure notifications service is available in your region.

Not a solution.

I have every single location services slider ticked on including "Significant Locations" and it is still grayed out.

Did you ever find a resolution to this? It was recently rolled out in my state, all location services are on and it's still grayed out.
