What are Exposure Notifications Availability Alerts and how do I enable them?

In the Exposure Notifications area of Settings, there is a greyed out control for Availability Alerts.


a) Availability of what, exactly?


b) It says that Availability Alerts are not available because Location Services is disabled. But this is false. Location Services are enabled. I went to Privacy -> Location Services -> System Services and enabled everything and still Availability Alerts remains greyed out. What are the exact requirements for this to not be greyed out?

I had the same question and found this from Twitter, @chuckiedreyfus.


"(Note that for Availability Alerts to work, "Location-Based Alerts" and "Significant Locations" have to be switched on (enabled). You can find them both in SETTINGS > PRIVACY > LOCATION SERVICES > then scroll to the very bottom to find SYSTEM SERVICES.)
