removing cookies

Question

When I go into manage website data it reads: Loading website data and doesn't allow me to remove cookies.

MacBook Pro 13″, macOS 10.14

Try booting into the Safe Mode and see if the cookies will load.

Another option is to go to Safari/Clear History. That will delete the related web site cookies, which should help reduce the total amount of cookies.

Did you give it some time to load? If you have a lot of cookies it could take a minute to two to load.
