My SOS emergency messages are not being sent. And I have tried everything to make it work. I can send a normal SMS message to the same person but it won’t send them this message. I also have sufficient balance to send the message.

It looks like you're having an issue with SOS messages not sending. We can understand wanting to get that resolved. We want to help.
First, we'd recommend checking for and installing any updates that may be available to your iPhone: Update your iPhone, iPad, or iPod touch

Also try going to settings>general>reset>and reset your network settings. Note - using SOS contacts the police also. Are you using SOS as a way to share your location or are you having an actual medical emergency?
