my ipad pro 2 will not sync with my window 7 pc

Ensure that you have installed the iTunes application on your PC - and updated to the latest version of the Application. iTunes will not recognise iOS/iPadOS versions that are more recent than the installed version of iTunes.

If the iPad is running iPadOS 13 , did you see a message that you need an update? I know that is required to use iTunes to backup and synch an iDevice via iTunes on older versions of MacOS.

Do you have iTunes installed on the computer and make sure that it is the most recent version? The iPad is only going to sync with iTunes. If you do not have iTunes installed, you will need that and need to open it before connecting your iPad so that it can sync correctly.
